Section J Reports – Energy Certificates

Every new construction project in Australia (including major remodelling of existing buildings), requires meeting the standards set out in the National Construction Code (NCC), formally known as the Building Code of Australia (BCA). This is administered by the Australian Building Codes Board (ABCB).

The BCA was created to help ensure that buildings are constructed safely and responsibly. Energy efficiency and sustainability are important considerations in construction, and the requirements are set out in Section J of the BCA.

A core focus

Energy efficiency is now a core focus of the ABCB, as it prepares to implement the Australian Government’s National Energy Productivity Plan. Recently it has been decided that Section J will be overhauled in a project titled NCC 2019, also known as the “Energy Efficiency Update”.

For you, this is really big news. Starting from now, and on a rolling basis, the conditions are going to become much stricter, with more requirements and less margin for error.

Getting your energy certificate now, before the new rules are locked in, could save you a lot of time and money compared to waiting. This is not about circumventing compliance, but avoiding the extra delays the new rules will undoubtedly create in obtaining your energy rating certificate.

Why you need energy efficiency certification

Energy certification is a mandatory requirement of the BCA. You may wonder why new constructions are singled out while so many older buildings are not energy efficient. It is because laws can’t be retrospectively enforced, except in cases where there is a clear and present danger.

Introducing the new provisions is intended to improve the quality of Australian buildings for the benefit of future generations. The Government is also keen for people to see that they are taking environmental matters seriously.

You will need to get your energy efficiency report before changes start being implemented into the rules if you do not want to see the time and cost of your building project increase.

No matter when you plan to complete your construction, you must have a building energy efficiency certificate, and getting this as soon as possible is obviously the most logical move.

What is needed to comply with Section J?

As things are right now, Section J compliance is already fairly strict, and requires your building design to score at least six stars in an energy rating test. In order to achieve certification, you need an independent body, such as Section J Reports Australia, to prepare an energy rating report.

The local council uses this report to determine whether an energy efficiency certificate should be issued.

It is not enough, however, for the rating report to give a good score. The council also must be satisfied that the report was prepared by a properly qualified and independent authority. That means it can not be anyone who is involved in the design or construction of the building.

What gets checked?

The primary consideration is thermal performance. This means how efficient it is to cool or heat the building. It takes into account several different factors.

  • Some of the factors include:
  • The purpose of the building;
  • The internal environment of the building;
  • Where the building is located;
  • What things (natural or man made) are close to the building;
  • How solar radiation is used and/or controlled;
  • How the building is sealed to prevent air leaking out; and
  • How air moves within and through the building.

NCC 2019 will add more factors to be considered and will be more specific.
